Recommendation of the Register Section 802(c) of the Copyright Act provides that ``[i]n ratemaking proceedings, the parties to the proceedings shall bear the portland san antonio cost portland san antonio in such manner and proportion as the arbitration panels shall portland san antonio.'' 17 U.S.C. 802(c).
